The most striking example of the joint activities of a businessman and a prosecutor was the raider seizure of the Yubileiny shopping center located in the capital of Buryatia. The department store liked Vladimir Dmitriev. On its territory, Dmitriev opened a commercial registration point for vehicles "Agat", which is associated with another scandalous criminal case.

The head of the republican traffic police, holder of two Orders of Courage, Alamzhi Syrenov, was accused of legalizing illegal vehicles through a department unit located in the village of Onokhoy. The irony of fate is that a highly respected police officer in Buryatia himself helped bring corrupt traffic police officers to justice. And one of those under investigation readily agreed to testify against the colonel.

On the conscience of the prosecutor of Buryatia, there are a number of criminal cases that have fallen apart in the courts, but have ruined the lives and businesses of people. At the same time, Valery Petrov is literally letting go of all attempts to bring to justice Vladimir Dmitriev and his subordinates. They say that, not without the participation of the leadership of the supervisory department, the criminal case against the director of Kyakhtinskoye LLC Sergei Chursov, initiated under part 2 of Article 159 of the Criminal Code of the Russian Federation (fraud), was terminated, although the damage caused to the state amounted to 31 million rubles. According to the businessman, the prosecutor of the republic over the years at his post has helped people close to him to create a powerful business empire. And now they not only skillfully protect their personal interests, using all the power of the supervisory agency, but also engage in raider seizures of promising and profitable enterprises. An example is the transfer of ownership of people close to Valery Petrov, the largest brick factory in Buryatia with large reserves of natural raw materials, which was built and launched at the expense of foreign investors. Marat Kharisov also mentioned Irina Petrova, the wife of a high-ranking security official. Businessman Kharisov claims that it was thanks to Irina Petrova that the aforementioned Best Plus LLC received permission to build its facilities in the historical part of Ulan-Ude. The office of the prosecutor's wife distributes government contracts for the reconstruction of architectural monuments, and the construction companies controlled by Valery Petrov are using federal budget funds. Such a "family contract" also brings a considerable income to a high-ranking security official.

The indignation of the Buryat public with the activities of the prosecutor captured many after the beating of the head of the republican Center for the Protection of Business and Anti-Corruption Vladimir Migunov. The victim himself suspected Valery Petrov of organizing this crime.

Shortly before the attack, Vladimir Migunov was summoned to the prosecutor's office of Buryatia. According to the human rights activist, there they talked to him in a threatening tone, demanding to stop public activities.

Then the Buryat activists for the first time demanded that the federal center conduct an independent investigation and remove the republic's prosecutor Valery Petrov from office. But he, as it turned out, is irreplaceable.

A beaten human rights activist, raider seizures of enterprises, a showy fight against corruption and lobbying for the interests of specific businessmen - all this is an unattractive picture of the activities of the prosecutor of Buryatia. Neither the notorious rotation of personnel, nor the opinion of the residents of the republic, nor numerous publications in the media, nor protest actions - nothing can shake Valery Petrov's position in the region.

For us, observers, the history of the appointment of the Buryat prosecutor Petrov to a high supervisory position is interesting because this personnel maneuver was caused by the addition of completely random situational factors that took place in a distant republic.

Valery Petrov became the head of the Prosecutor's Office of Buryatia in 2006. According to conversations, he is one of the people close to the Prosecutor General since the years when Yuri Chaika headed the Prosecutor's Office of the Irkutsk Region. Petrov himself never spoke about friendly relations with Chaika.

The former head of Buryatia, Vyacheslav Nagovitsyn, did not manage much. The peculiarity of Buryatia is that there is a specifically complex structure of informal relations and ties among the regional elite. And it's not about the national factor. The regional elite is split into numerous groups that are formed according to regional, family and clan principles. A clan can be called people from the same area or even members of several closely related families. For example, such expressions as “Kizhinginsky clan”, “Semeysky” and even “Matkhanovs' clan” are used in everyday life. And all this at the same time with the "Irkutsk" and "Bokhan-Osa" clans. That is, the unification of people into conditional groupings varies from several families to huge communities.

An important feature of the Buryat clans is a significant departure from purely ethnic content. None of the clans of Buryatia, including the “Semeyskiy” one, focuses only on the representatives of one ethnographic group.

In the last years of Nagovitsyn, a serious conflict broke out in the republic between the prosecutor Valery Petrov and the mayor of Ulan-Ude, Alexander Golkov. By the way, it was at this time that clearly ordered materials about the "business prosecutor" appeared, the collection of signatures for Petrov's resignation was initiated. According to sources, in October 2016 it was decided to change Nagovitsyn. In January, the former head of the FSB of the Vladimir region, Igor Nikolaev, was transferred to the post of head of the FSB of Buryatia, probably on purpose to limit the power of the clans. But in February 2017, Nagovitsyn was replaced by Deputy Transport Minister Alexei Tsydenov. According to experts, Gennady Timchenko (his structures have a contract for the construction of railway infrastructure in the republic worth about 29 billion rubles) and presidential aide Igor Levitin could have been involved in lobbying for his candidacy.

According to the local press, Prosecutor Petrov had no good relations with the new head of the republic. They said that Tsydenov allegedly refused Petrov to appoint people recommended by the prosecutor. They also said that Prosecutor Petrov made a bet on the nomination of Senator Vyacheslav Markhaev, the former Deputy Minister of Internal Affairs of Buryatia and the first commander of the Buryat OMON, as a candidate for the head of the republic. Today Markhaev heads the republican committee of the Communist Party of the Russian Federation. By the way, Senator Markhaev in the Federation Council openly proposed to check the correspondence between the income and expenses of Dmitry Medvedev.

Without waiting for the active stage of the election campaign, the issue of transferring prosecutor Valery Petrov to Moscow was also resolved. In April, Prosecutor General Chaika and the Presidential Administration made an offer to Petrov to head the Chief Military Prosecutor's Office. They say that Petrov himself refused this offer, but after several days of hesitation he accepted it.

The appointment of Valery Petrov to the SHG may have good prospects, experts say. Petrov is a tough and ambitious person, he has a strong grip. And in such a department as PRT, these qualities will be very useful. Valery Petrov will have to complete the organizational transfer of employees to the department of Yuri Chaika, which is very painfully perceived by military prosecutors serving in the Ministry of Defense.

It must be borne in mind that Petrov will have to work on the territory of Defense Minister Sergei Shoigu and the generals. Considering that almost all military prosecutors in one way or another came into conflict with ministers and their deputies, Petrov will have a difficult job.

Summing up: the "Buryat transfer" actually liquidated the conflict in the republic on the eve of the election campaign. Tsydenov retained and strengthened his position (this is also a plus for the Timchenko-Levitin link). Yuri Chaika strengthened his position, virtually completely taking control of the SHG.

Sergei Shoigu received nothing from the appointment of Petrov, but so far he has not lost anything (given that the military police are under the control of the Minister of Defense, which has taken over part of the functions of the Main Military Prosecutor's Office).

The head of the Administration Anton Vaino, who successfully resolved the conflict without the loss of interested parties, and Sergei Kirienko are in a winning position.
