What is Aman Tuleev known for?

Tuleev is a political old-timer, a former presidential candidate, a former member of the Communist Party. Of the governors who headed the regions under President Boris Yeltsin, only Tuleyev and the head of the Belgorod Region, Yevgeny Savchenko, remained in office by 2017.

Of all the Russian governors, only Tuleev regularly got into the ratings of politicians who are trusted by the Russians (not only the residents of the region). In February 2016, 4% of those polled by the Levada Center called Tuleyev one of the five or six politicians who inspire confidence in them. No other governor was included in this rating.

Two years ago, anonymous sources in the Kremlin told the media that Moscow was trying to persuade Tuleyev to leave his post. But the attempts failed: Tuleev again went to the polls.

In the latest ranking of the political survival of governors, which is compiled by the Petersburg Politics Foundation, Tuleev received three points out of five. Among his strengths, experts noted that he "demonstrated a tough attitude to resist 'anti-corruption' attacks on the regional administration."

The results of the elections in Kemerovo are similar to those of the ruling party in the elections in Chechnya. Even before the Kremlin website announced that Tuleyev's deputy, Sergei Tsivilev, had been formally appointed as interim governor of Kuzbass, Vedomosti reported that the region was thrilled by the news, since Tsivilev did not belong to the local elites.

At that moment, the inhabitants of Kuzbass at a spontaneous rally demanded the resignation of the governor and refused to believe in the official data on the death toll. Shouts of “Murderers!” were heard on the square, and Tuleev continued to say strange things: about the opposition, which profits “on human grief”, about the fact that not the relatives of the dead took to the streets, and the buzzers picked up the word for them. From Communists to United Russia

The head of the Kemerovo railway in the late 80s, he was nominated as a candidate in the first presidential elections. He received this post only in 1997, against the backdrop of the unrest of the miners. And he won an absolute victory - 94.5 percent of the vote. And it is worth noting that 18 years later, the situation has not changed: in 2015, he was re-elected governor with the support of more than 96 percent of voters.

In general, failures in Tuleev's political career were rare. Residents of the Kemerovo region supported him, regardless of what post he aimed for. He ran for the presidency of Russia three times. In the 1996 elections, he withdrew his candidacy on the eve of the first round and called on voters to vote in support. In 1999, he refused to accept the Order of Honor from Yeltsin. He explained his demarche by the general impoverishment of the people: “I simply cannot, in principle, accept awards from the government, which plunged the country into poverty.”

At that moment, he was already preparing to create his own movement and carry out his candidates in the parliamentary elections. And the noisy story with the award supported the image of a die-hard fighter against the regime, who cannot be bought with handouts. However, in September 2000, Tuleev accepted this award already from. From the ranks of the Communist Party, he migrated to the lists of United Russia. Subsequently, he sued Zyuganov, and he declared: “Tuleev arranged a plowman in the Kemerovo region!”

Father of Kuzbass

The ability to get along with the miners played such a role in the history of the Kemerovo region and Russia as a whole that the federal center was ready to follow Tuleev's lead. In the summer of 1998, the miners of Kuzbass and Vorkuta, who found themselves in distress due to many months of salary delays, blocked the railways for several weeks. Tuleev introduced an emergency regime, but did not use force against the miners, moreover, he told the Deputy Prime Minister responsible for unblocking the roads that the demands of the strikers were legal and fair. As a result, part of the debts was repaid, the tracks were freed, and Tuleyev ended the so-called rail war.

The politician managed to pacify the miners in subsequent years. He extinguished the protest of the workers after the mine accidents that occurred in the late 2000s, as a result of which hundreds of people died. Tuleev consistently defended the rights of miners and did not hide the fact that he was aware of the danger emanating from them, sometimes resorting to unflattering comparisons. In 2015, for example, he banned any work in the Kuzbass mines during the New Year holidays: “A drunk in a mine, in mining, is the same terrorist.” And in 2016, he defended the interests of workers "", who were threatened with mass layoffs. “It turns out that they are simply planning to kick the workers out with mortgages, loans, all payments, reporting with the beautiful phrase “optimization of non-core structures”,” the head of the Kemerovo region was indignant.

He has established himself in the region as a defender of the rights of the disadvantaged, miners and even as a defender against terrorists. Tuleev repeatedly took part in negotiations with the attackers. In 1991, as a people's deputy of the RSFSR, he helped free Masha Ponomarenko, who was taken hostage near Red Square, from the bus, offering himself in exchange for a girl. Ten years later, he took part in the neutralization of a terrorist who took a taxi driver hostage at the Kemerovo airport. In 2007, after telephone conversations between Tuleev and police ensign Shatalov, who threatened to blow up a residential building and barricaded himself in his apartment, the Novokuznetsk security forces managed to neutralize the terrorist and take him alive.

For a long time, Tuleev was loved, perceived in Kuzbass as a father, grandfather, and did not want to let go. He used it. However, not everyone in the region was supportive of him: local businesses have accumulated many complaints. Large holdings were given an unequivocal message that they need to share money with the region and allocate it to the social sphere. With objectionable entrepreneurs, the authoritarian governor has always had a tough dialogue. Tuleev generally openly entered into conflicts, but positioned himself as a guarantor of stability in the region.

Gotta leave on time

Forecasts about the resignation of Aman Tuleyev have been built for several years. We thought about a possible successor to the oldest Russian governor, including because of corruption scandals in his administration. At the same time, Tuleev himself remained untouchable.

Only health could bring down such a colossus. And it has been bothering me for a long time. Tuleev underwent his first spinal surgery back in 2011. Six years later, German doctors performed a second operation. She developed a complication - pneumonia. Due to a long absence from the public and a prolonged vacation, rumors spread about the imminent departure from the post.
