The Anti-Corruption Foundation (FBK) of opposition politician Alexei Navalny has published its most extensive investigation. The main character of the revealing publication was the closest associate of the country's president, Russian Prime Minister Dmitry Medvedev. As Navalny notes in his blog, the fund’s employees have uncovered a sophisticated, extensive corruption scheme through which Medvedev is enriching himself. The authors of the investigation found that there is a network of charitable and non-profit foundations organized by proxies and relatives of Medvedev, “donations” for them come from oligarchs and state banks, and the recipients of assistance are Medvedev and his family. These funds are allegedly used to purchase real estate and other property, not only in Russia, but also abroad.

FBK reminds that under this scheme Medvedev owns, an investigation about which the fund published in September last year. Then it was reported that the object is guarded by the Federal Security Service and there is a no-fly zone above it.

In total, according to FBK, at least 70 billion rubles in money and property were transferred to Medvedev’s funds, and these funds, in particular, were used to build and maintain the prime minister’s estate and agricultural complex in Mansurovo, the Psekhako mountain residence in Sochi, and vineyards in Anapa and Tuscany (Italy), Milovka estate in Pleso, Ivanovo region.

According to FBK, one of the objects at Medvedev’s disposal is residence on Rublyovka worth about five billion rubles. Formally, the real estate belongs to the Fund for Support of Socially Significant State Projects (Sotsgosproekt). The residence (both land and mansion) was donated to the foundation by one of the richest people in Russia, businessman Alisher Usmanov with a fortune of $12.5 billion, FBK found out.

The Anti-Corruption Foundation calls such a donation by Usmanov a bribe, reporting that the fact that the billionaire donated the residence is evidenced by an extract from Rosreestr.

The Chairman of the Supervisory Board of the Sotsgosproekt Foundation is Medvedev’s classmate, Gazprombank Vice President Ilya Eliseev, who heads the Dar Foundation, which owned the Milovka estate in Ples.

At the same time, the Gradislava Foundation, to which Milovka was donated, was established by Leonid Rubtsov, FBK writes, noting that he also turned out to be a director in the Green Yard company, which belongs to Sotsgosproekt. And the director of the Sotsgosproekt foundation is another classmate of Medvedev, Alexey Chetvertkov. The founder of Sotsgosproekt is Vitaly Golovachev, who heads the management company of the Dar fund.

The luxurious estate, owned by the foundation, includes a huge house with an area of ​​3000 sq. m. m, guest house with an area of ​​750 sq. m, bathhouse and other buildings. All this is located on 4.3 hectares in the village of Znamenskoye, Odintsovo district.

In addition, as FBK writes, Medvedev has a number of properties in the Kursk region. The director of the enterprise turned out to be Natalya Kharitonova, a graduate of the Law Faculty of Leningrad State University, a student of Eliseev. Andrey Medvedev is the director and owner of a small share in the Seim-Agro company (grows tomatoes, cucumbers and roses). The main founder of this company is Kurskproteplitsa CJSC, whose board of directors is headed by the same Medvedev classmate Ilya Eliseev. And the only owner of Kurspromteplitsa is the Sotsgosproekt foundation, to which Usmanov donated the Rublev residence.

According to FBK, the Sotsgosproekt fund owns a stake in the Skalisty Bereg company, which owns vineyards in Anapa. The board of directors of Skalisty Bereg is headed by Eliseev. One of the directors of this company was Andrei Zhmenya, who later became the director of the Gradislava Foundation, to which the Milovka estate in Ples is registered.

The current head of Rocky Coast is Andrey Skok, one of the minister’s key asset managers agriculture RF Alexander Tkachev, and Medvedev and Tkachev together lobby for preferences for the wine business, where they both have an interest, FBK notes.

At the same time, the largest share in the Kursk estates and Anapa vineyards belongs to Tekhinpro Company CJSC. The fourth fund allegedly associated with Medvedev (besides Dar, Gradislava and Sotsgosproekt) is the Winter Welfare Support Fund. FBK also uncovered another corruption episode related to the prime minister. In 2011, when Medvedev was still head of state, the Presidential Administration sold a plot of land of 20 hectares near the village of Maslovo on Rublevo-Uspenskoye Highway to the Garant Club company for next to nothing - 200 times cheaper than the market value. "Garant Club" is a subsidiary of the Financial Consulting Firm of the "Dar" Foundation, the same "FinConsultingK" (FKK) that provided the Mansurovo agricultural complex with a mortgage on the land under the estate.

Previously, FKK was completely owned by the Dar Foundation, and then it was re-registered as the property of the Winter Olympic Sports Support Fund (to which the winter residence in Psekhako was donated). At the time of the transaction, the director and founder of the “Guarantor Club” turned out to be another classmate of Medvedev, Alexey Dolgushevsky, according to Navalny’s website.

In addition, FBK claims to have uncovered two criminal schemes for obtaining valuable assets in the Krasnodar Territory. FBK also found out that the Cyprus offshore company Furcina Limited, owned by Medvedev’s classmate Ilya Eliseev, owns two sea yachts total cost of 16 million dollars. According to FBK, in 2012, the same offshore company to which Dmitry Medvedev’s yacht was registered bought 100% of the Italian company FATTORIA DELLA AIOLA S.r.l., which owns and manages its own vineyards and wine production in Tuscany. For $10 million, an offshore company associated with the Prime Minister of the Russian Federation purchased 100 hectares of vineyards and olive groves, wine production and even an ancient villa. After the purchase, Sergei Stupnitsky became the manager of the winery, who had previously worked as the director of another winery associated with Medvedev, the Anapa “Rocky Coast”.

What is the AIS coverage area?

Typically, vessels with an AIS receiver connected to an external antenna located 15 m above sea level will receive information in the range of 15-20 nautical miles. A base station located at a higher altitude can extend the reception range to 40-60 nautical miles, even over mountains, depending on terrain, antenna type, obstacles around the antenna and weather conditions. The most important factor is the height of the antenna. The higher the better. For example, an antenna located on a mountain at an altitude of 700 m can receive signals from ships at a distance of 200 nautical miles!.

Possible reasons why ship positions are not displayed on the map are as follows:
- The vessel is not equipped with an AIS transmitter (transponder), the transponder does not work or does not work correctly;
- The vessel is in an area where there is no base AIS receiving station nearby;
- The transponder power is not sufficient for normal reception of signals by the ground station;

Luxurious residences, vineyards, agricultural complexes - all this requires money. Where do they come from? Who maintains all these facilities? These are the most interesting questions, but it is usually impossible to find answers to them. However, after studying hundreds of pages of reports and dozens of court cases, we were able to at least partially restore the scheme for financing and managing Medvedev’s property.

First and main question. Where does the money come from?

There are several sources.

Firstly, these are the raw material oligarchs. Novatek shareholders Leonid Mikhelson and Leonid Simanovsky contributed 33 billion rubles to the authorized capital of the Dar fund.

Another raw material oligarch, Alisher Usmanov, made a contribution in kind: an estate in Znamensky on Rublyovka. His investment is equal to 5 billion rubles.

A total of 38 billion rubles in the literal sense of donated money.

Secondly, these are loans.

One of Medvedev’s main financial instruments is the management company of the Dar fund. Huge sums pass through the Dar management company, which it then redistributes among the elements of the entire scheme described in our investigation.

This company is 100% owned by the Dar Foundation, and is managed by nominee Vitaly Golovachev (who is also the owner of Sotsgosproekt and the Winter Olympic Sports Support Fund).

Where does MC “Dar” get these gigantic sums from? The solution was revealed in early reporting from Gazprombank. No later than 2007, Gazprombank issued a loan to Dar Management Company in the amount of 11 billion rubles ($463 million). Just imagine, half a billion dollars issued management company non-profit foundation! This is such a large amount that the Dar management company became the largest borrower of Gazprombank for two years, surpassing such companies as UMMC and Stroygazconsulting in terms of loan size.

This support of Gazprombank can be explained very simply. Medvedev's main confidant, Ilya Eliseev, is the deputy chairman of the board of this bank.

Large loans were also received by the Tsertum-Invest company, which bought and rebuilt the palace of Count Kushelev-Bezborodko in St. Petersburg. Bashneft's subsidiary, JSC UNK, issued 1.7 billion rubles to Certum-Invest.

The financial consulting company of the Dar Foundation (FinConsultingK or FKK), familiar to us from the mortgage of land in Mansurovo and from the seized properties in the village of Maslovo on Rublyovka, also received money from Bashneft (ONK), but less - in the region of 1 billion rubles.

IN financial statements We see several more loans from other Medvedev companies. Unfortunately, the creditor for them is unknown, but we know the amounts. For example, the accounts payable of the Mansurovo agricultural complex is 4.9 billion rubles. FKK also has plenty of loans - 12.5 billion.

We add up the loans - 31 billion.

Together with the money received from the oligarchs, the volume of funds circulating between Medvedev's funds and companies is almost 70 billion rubles.

The next question is how is this money spent?

We already know where they are spent - on real estate, yachts and other entertainments of Dmitry Anatolyevich. But how exactly is this done? You can’t carry such amounts in a suitcase. Using several examples, we approximately reconstruct the financing schemes.

Here, for example, are the materials of the trial, where three formally unrelated companies appear together - Certum-Invest LLC, Dar Management Company (under the new name Orion) and FinConsultingK. Companies sell and assign debt claims to each other. The diagram looks like this:

The lion's share of these loans, $53 million, went to the Cypriot offshore from the company FinConsultingK LLC - we know it as FinCosultingK or the Financial Consulting Company of the Dar Fund.

The source of a similar loan for the previous year was the Dar Fund Management Company (renamed Orion LLC and mentioned in the financial statements under this name), a company receiving ultra-generous loans from Gazprombank.

It is worth noting here that the owner of the offshore, Ilya Eliseev, finds himself in an extremely delicate situation. After all, the money at the beginning of the chain was issued by Gazprombank, where he works as deputy chairman of the board, and at the end it ended up with an offshore company, which Eliseev owns 100%.

Who maintains Medvedev's property?

Another interesting question is how such a colossus is controlled. Dozens legal entities, completely different assets from dachas to startups, geographical spread across six regions.

We found a company that centrally manages Medvedev's property. And we are not talking about financial aspects, but about everyday ones. This company is the management company “Meritage” (on the diagram).
