So, at the end of 2018, our editorial office turned to the Main Directorate for Economic Security and Anti-Corruption of the Ministry of Internal Affairs of Russia, indicating that, being the general director of the state company Rostopprom JSC, Nikolai Brykin caused damage in the amount of more than 188 million rubles by his actions, having concluded a guarantee agreement from the organization in the interests of LLC "Rostopprom-Saratov" to the creditor JSCB "National Mortgage Bank". At the same time, Rostopprom-Saratov LLC was insolvent and was in an unsatisfactory financial condition, about which N.G. Brykin knew.

In the course of the work carried out, employees of the Department of Economic Security and Anti-Corruption of the Department of Internal Affairs for the Central Administrative District of the GUEB of the Ministry of Internal Affairs of the Russian Federation not only confirmed our information, but also found out additional information, which they informed us about.

Thus, in the resolution sent to us, it is indicated that there is evidence of a whole range of abuses by Nikolai Brykin of his powers as the director of Rostopprom JSC, including embezzlement on an especially large scale, the purchase of unprofitable companies in advance and the sale of organizations and shares in them on unfavorable terms, the withdrawal assets from controlled organizations, guarantees for loans of unprofitable organizations, etc. Everything was carried out by a close-knit group and was accompanied by abuse of power, violation of internal procedures and even forgery of signatures. It was Nikolai Brykin who acted as the organizer and leader of all frauds, and he fired everyone who tried to defend the interests of the state-owned company and asked “unnecessary questions”.

The chief accountant of the organization Rostopprom JSC explained that in March 2010, the general director of Rostopprom JSC Brykin N.G. entered into an agreement for the acquisition of a 51% stake in the authorized capital of Geotrans Property Complex LLC TIN 5612035062 (subsequently renamed Rostopprom-Saratov LLC). Then Brykin took the decision on his own, but later a falsified protocol was discovered, on the basis of which the purchase of the LLC was carried out. The signatures of some persons in the protocol were forged.

At the same time, the very procedure for purchasing the company did not fit into the framework of the rules adopted by OJSC Rostopprom, including the financial documents of the LLC were not provided to analyze the economic performance of the acquired company. But, and after that Brykin N.G. did not allow anyone to control Rostopprom-Saratov LLC, except for close associates, even accounting. The company was in a special position and, contrary to the requirements, did not submit quarterly reports, and balance commissions were not appointed.

Moreover, according to the testimony of the accountant, when buying a share in the authorized capital of the said company, Brykin N.G. did not allow the accounting staff to check the financial condition of Rostopprom-Saratov LLC. Already after Brykin's dismissal, it turned out that the specified organization already had obligations under the agency agreement to the German Volga Bank Bank in the amount of 400 million rubles.

The only people who exercised control over the activities of Rostopprom-Saratov LLC were especially close associates: Pikanin Andrey Viktorovich, Gorshenin Petr Aleksandrovich, Tolstov Dmitry Sergeevich and Brykin's friend N.G. - Trubanov Vladislav Nikolaevich. At the same time, Trubanov for a long time carried out the actual management and control of this organization, even without being employed. He did not allow any other employees to control the feeder firm.

In February 2011, Brykin N.G. made a decision to provide LLC Rostopprom-Saratov with a guarantee to OJSC JSCB National Pledge Bank under loan agreements for a total amount of 239.4 million rubles. At the same time, Rostopprom-Saratov LLC did not provide any business plan that would contain information about the sources of repayment of these loans. The prospects for the development of the company remained unclear, any access to information about its transactions was limited. In fact, the company became a source for embezzlement and a means of withdrawing money to the accounts of organizations affiliated with Brykin and his proxies, while the organization itself was inflated with debts.

Later, a 30% stake in Rostopprom-Saratov LLC was sold without any payment to a certain Sovorgstroy CJSC, payment for the share has not yet been received, another 2% were transferred to a certain Pavel Sergeevich Kirsanov. Thus, the state-owned company JSC Rostopprom finally lost the opportunity to influence the activities of the LLC it had previously purchased and remained in debt on guarantees, which then led it to bankruptcy.

In addition, a very curious fact of the loss of evidence was revealed. During the inspection of the GUBEP, it was established that the materials on similar facts about bringing Brykin N.G. and his accomplices were sent to initiate criminal proceedings from the Basmanny Interdistrict Prosecutor's Office of Moscow (according to the available receipt). However, now these documents are gone, their fate is not known - they are gone.

The evidence now obtained already suggests that we are talking about a criminal community, which, under the leadership of Brykin, committed the theft of funds from controlled organizations on an especially large scale, which is subject to several articles of the Criminal Code at once.

Currently, the work of the GUEB on documenting the above facts continues. Obviously, a huge amount of work still needs to be done, including the deprivation of Nikolai Brykin's parliamentary immunity, which he enjoys as a deputy of the State Duma. In addition, taking into account the fact that the results of earlier inspections were lost, we believe that this investigation should be taken under special control, in connection with which we will prepare and send a number of appeals.

It is still not clear what motives led to the behavior of General Director Nikolai Brykin, who, using his powers as the head of a company with state assets, vouched to the bank for an organization that had already been declared bankrupt. In September 2011, Brykin wrote a letter of resignation from the post of general director of Rostopprom, and the company he headed owed more than 188 million rubles.

The official information about the employment of Nikolai Brykin at the Defense of the Fatherland Foundation (TIN 7718150277) also looks strange. In 2014, the Regional Fund for Assistance to Veterans of Special Forces allegedly offered him to become the first Deputy Chairman of the Board of the Fund, to which he agreed and took office. However, the fund with a loud name the very next year was liquidated by a court decision as an abandoned legal entity. Suspicious entrepreneurship of retired Nikolai Brykin

Shortly after his resignation from the Ministry of Internal Affairs, former General Nikolai Brykin in 2007 became the founder of a certain Southern Breeze LLC (TIN 2302055962), which is registered in Novorossiysk, Krasnodar Territory, at 20 Lenin Ave., which is just a few hundred meters from the coast .

From the data of the file of arbitration cases, it is known that the company "Southern Breeze" soon became a major landowner of the Novorossiysk land. So, 98 land plots were registered on it in the nearby coastal village of Yuzhnaya Ozereevka, and the land belonged to Brykin's company on the right of ownership. These "golden" land plots were later the subject of litigation between Brykin's firm and local authorities.

In December 2015, Bahus LLC was registered (TIN 2315985475). The main activity is the cultivation of grapes, but in addition, 81 types of activity are also indicated, including wholesale and retail trade in various types of goods, construction, rent, etc.

In 2016, Nikolai Brykin decided to go into politics and announced his participation in the upcoming United Russia primaries. His shares in Southern Breeze LLC and Bakhus LLC were re-registered to his daughter Valentina on May 10, 2016, just 12 days before the primaries. Brykin will keep silent about his entrepreneurial success and talent in the elections.

About the political rise of N.G. Brykin uncensored

In 2016, Nikolai Brykin begins his political career. From an unknown security official who left the Tyumen region long ago, as if by a wave of a magic wand on the pages of the regional media, he turned into a well-known patriot, speaking all from the aforementioned “Protection of the Fatherland!” Fund, which had already been liquidated earlier, which means that if he could work, then only in an unofficial status. In some interviews, Brykin confirmed this circumstance, stating that the fund is not a legal entity, does not have settlement accounts, acts as an intermediary, participating in the selection of projects for financing and acting as a guarantor of their implementation. Some of the federal journalists concluded that the named patriotic fund did not conduct real activities, while Nikolai Brykin, at best, acted only as an intermediary decider, determining to whom and how much money to allocate. But why do we need such an unofficial intermediary between official sponsors and real patriotic projects? Suspicions were expressed that the funds did not reach the recipients at all, and the activity of the pseudo-fund was a cover for financing the election campaign.

In order to get into the State Duma of the Russian Federation, Brykin, with bribes, persuasion, and according to some sources and threats, was able to agree on the placement of exclusively positive information about him in major publications. Thus, he began to look in the eyes of voters as the best candidate for the position of deputy. Constantly turned to the theme of patriotism.

Despite the fact that he was not a member of the United Russia party and did not live in the region for a long time, he headed a dubious unofficial fund, and there were other compromising episodes in his biography (dismissal from the authorities, management of the Rostopprom tp company), he also received the support of the party leadership, which caused bewilderment even in the ranks of the party itself.

As a result of all the political and electoral vicissitudes, Nikolai Brykin became a deputy of the State Duma of the Russian Federation on the party lists of United Russia and represents the Tyumen region, Khanty-Mansi Autonomous Okrug and YaNAO.

Who is the deputy Nikolai Brykin - reality

Alas, the deputy did not gain much success in legislative activity. After a year of work in the status of a deputy, it became clear that his activity in the place of the people's choice was extremely low.

As of October 2017, according to official data from the website of the State Duma, deputy Nikolai Brykin participated in the development of 29 bills. However, if you take a closer look at these details, it becomes clear that he always joined "the work" after the bills were submitted for discussion by the State Duma. Only once deputy Brykin was the primary initiator of introducing a draft law for consideration, however, this was not a full-fledged, newly adopted law, but a minor amendment in which Nikolai Brykin was a co-initiator in a team of eleven co-authors.

Deputy Brykin does not shine with speeches in the lower house either. According to the same official website of the State Duma of Russia, there were only 33 speeches for a whole year of work. As a rule, these were speeches directly from the workplace, the speeches lasted no more than a minute and the essence of what was said was limited to exclusively superficial phrases “the law should be passed” or “the law should be rejected”. And only a couple of times Nikolai Brykin was seen at the podium of the State Duma.

In addition, from all the same sources it is clear that he did not participate in the voting on more than 1000 questions! In other cases, Deputy Brykin voted only "for" the proposed draft laws! Media workers gave a low assessment of the activities of Nikolai Brykin as a deputy and questioned his competence and thought about the true goals of obtaining a deputy mandate.

Soon, deputy Nikolai Brykin showed himself in a completely unexpected question, “standing up with his chest” in defense of the Yugra bank, from which the Central Bank of the Russian Federation took away the license. As established by the supervisory authority, the bank used depositors' money unlawfully, sending them to commercial structures affiliated to the owners and withdrawing them on dubious transactions, which jeopardized the existence of the bank, the return of deposits from the population and funds of legal entities. Nikolai Brykin was not convinced by the arguments of the official supervisory body of Russia - the Central Bank, and he began unprecedented activity to protect Yugra Bank in various instances, including with the involvement of the State Duma, the Prosecutor General's Office and the media. In Western countries, this could be called direct lobbying, in Russia such activities are popularly called “decided”.

But only the agricultural technical school with its specific knowledge of a paramedic, livestock specialist and beekeeper can be attributed to the educational asset of the lawmaker Brykin. Officially, the deputy does not have any business, and in general he represents the Tyumen region while living in Moscow. But the journalists managed to find out the details of the Brykins' involvement with firms in the Krasnodar Territory that own land on the Black Sea coast (also far from Tyumen).

According to the registration data, Nikolay Brykin has been a beneficiary since 2007, as soon as he resigned from the MFD. In 2016, he disappeared from the list of co-founders, but his share in the company passed to his daughter Valentina. The main reason for the re-registration of the company was the preparation for the elections to the State Duma. During the elections, he positioned himself as a deputy who has nothing but the desire to “rise Russia from its knees”, but in fact he simply hid his wealth away from the eyes of journalists and his voters.

If we talk in more detail about the company Bakhus LLC, then it can be called relatively young, since it was established in October 2015. As you already understand, since May 2016, his daughter Valentina again received the status of the owner, who still owns this company.

And now the most important point - the company "South Breeze" now owns 98 land plots in South Ozereevka (Krasnodar Territory, between Novorossiysk and the village of Abrau-Dyurso). And all land plots are intended for construction of houses. Can you imagine what kind of money it is? How do you think Brykin was able to buy so many plots of land? It seems that this issue should be of interest to law enforcement agencies.
