FORWARDER

Job responsibilities. Receives and processes incoming and outgoing correspondence (indexes, sorts, records in register books and inventories), checks its correctness. Opens envelopes (packages), checks for attachments and forwards correspondence to recipients. In the event of missing or damaged attachments, the head of the office is informed about this. Envelopes, addresses and labels sent correspondence. Ensures the safety of documents passing through the expedition. Monitors the technical condition of equipment and machines in operation and promptly reports their malfunction.

Must know: the basics of organizing office work in an enterprise; techniques and methods for processing correspondence; addresses of regular correspondents; rules for operating machines that process correspondence; structure of the enterprise and its divisions; basics of labor organization; basics of labor legislation; internal labor regulations; rules and regulations of labor protection.

Qualification requirements. Initial vocational education without requirements for work experience, or average (full) general education, or basic general education and special training according to an established program without requirements for work experience.

Question: Is it possible to enter staffing table position "delivery driver"? If this is not possible, but there is such a position in the staffing table, then how can one correctly remove it from the staffing table and make the correct entry in the work book?

Answer: In accordance with Article 19 of the Labor Code of the Republic of Belarus, the names of professions, positions, and specialties must correspond to qualification reference books approved in the prescribed manner.
The general provisions of the Unified Tariff and Qualification Directory of Work and Professions of Workers, approved by Decree of the Ministry of Labor and Social Protection of the Republic of Belarus dated March 30, 2004 N 34, establish that the name of a worker’s profession must be established in strict accordance with the ETKS of the Republic of Belarus, taking into account the actual work performed in a specific production.
Issue 52 of the ETKS RB contains the qualification characteristics of the worker's profession "car driver".
The position "forwarder" is contained in issue 1 of the Unified Qualification Directory of Positions for Employees of the Republic of Belarus (USSD RB) and belongs to the category of employees.
The profession "driver-forwarder" is not provided for in the editions of the ETKS RB.
Taking into account the specified order of naming the professions of workers, and also the fact that the position of “forwarder” is not a worker’s profession, There is no reason to introduce the profession (position) “driver-forwarder” into the organization’s staffing table. The staffing table should indicate the profession of “car driver” indicating a multiple of the tariff rate of the first category in relation to technical specifications serviced vehicle.
If the driver of the car performs the duties of freight forwarding, then in this case the staffing unit (its share) of the position “freight forwarder” should be introduced into the employer’s staffing table with the establishment of the appropriate wage fund based on the volume of work performed for this position and installed for the driver of the car in accordance with the provisions of Article 67 of the Labor Code of the Republic of Belarus, an appropriate additional payment, the amount of which is established by the employer by agreement with the employee.
The entry “driver-forwarder” in the staffing table must be brought into line with the qualification reference books, taking into account the function performed by the employee. For example, by order (instruction) of the employer (change in the staffing table), it is possible to establish the correct title “car driver” instead of the profession “delivery driver”. Based on this order (instruction), a corresponding change is made to the entries in the work book.

Job responsibilities. Coordinates the interaction of all participants in cargo delivery. Draws up technological and economic justifications for transport and technological routes and cargo delivery schemes, taking into account the wishes and requirements of cargo owners. Organizes the provision of services for the acceptance of goods (cargo), their transportation and delivery in the prescribed manner. Organizes the chartering of vehicles (cars, wagons, sea and river vessels, air transport), controls the forwarding (shipper) labeling of goods and sealing of transportation vehicles, containers, cold chambers, bunkers and other storage premises. Provides monitoring of the progress of loading and unloading, reloading, transhipment, warehouse and packaging operations, compliance with the terms and conditions of storage, accumulation and delivery of goods. Draws up commodity transport and other accompanying documents at all stages of the implementation of transport and technological routes and cargo delivery schemes, cargo customs declarations and other documents necessary for customs clearance of goods in accordance with established requirements. Draws up documents related to cargo insurance, commercial and other acts in accordance with established forms in cases of arrival of cargo and vehicles in a damaged condition (damage and (or) shortage of cargo and cargo packages, damaged seals, sealing devices or their absence). Calculates freight charges and fees. Informs cargo owners about cargo movement. Keeps records of necessary commercial documentation and fills out forms for established statistical reporting on transport and forwarding activities. Qualification requirements.

Transport forwarder of category I - higher professional (technical or economic) education and work experience as a transport forwarder of category II for at least 3 years; possession of at least one foreign language at a level that ensures professional communication with foreign partners; additional education with the qualification "Transport Forwarder".

Transport forwarder of category II - higher professional (technical or economic) education and work experience as a transport forwarder of at least 3 years or secondary vocational (technical or economic) education and work experience as a transport forwarder of at least 5 years; knowledge of one foreign language at a level that ensures professional communication with foreign partners; additional education with the qualification “Transport Forwarder”.

Transport forwarder - higher professional (technical or economic) education without requirements for work experience or secondary vocational (technical or economic) education and work experience in transport for at least 3 years, or additional professional education with the qualification "Transport forwarder".

1. GENERAL PROVISIONS

1.1. The freight forwarder belongs to the category of technical performers.

1.2. A person with secondary vocational education and work experience as a loader-forwarder or a similar position for at least 1 year is appointed to the position of a loader-forwarder.

1.3. A loader-forwarder is appointed to a position with the obligatory conclusion of an Agreement on full individual financial responsibility and is dismissed from his position in the manner established by the current labor legislation by order of the General Director of the enterprise.

1.4. The freight forwarder must know:

1.4.1. Legislation, regulations, decrees, orders, other governing and regulatory documents and materials relating to the organization of warehousing;

1.4.2. Standards and technical specifications for storage of inventory items;

1.4.3. Organization and technology of warehousing, loading and unloading operations;

1.4.4. Organization of accounting of warehouse operations, necessary documentation for stored inventory items;

1.4.5. Conditions for reception, storage, release of stored inventory items;

1.4.6. Rules and procedures for storage and warehousing of inventory items, regulations and instructions for their accounting;

1.4.7. Organization of loading and unloading operations, safety rules during their implementation;

2. JOB RESPONSIBILITIES

Loader-forwarder:

2.1. Carries out loading, transportation, transfer and unloading of intra-warehouse cargo and other inventory items, its sorting, packaging manually and using the simplest loading and unloading devices;

2.2. Rolls and rolls carts with various cargoes to containers, machines or wagons for loading and unloading operations, and directly carries out these works;

2.3. Opens and closes doors of warehouses and containers before and after loading and unloading operations;

2.4. Installs lifting blocks, winches and temporary ramps for loading and unloading operations, and assembles them after completion of work;

2.5. Places and secures cargo in warehouses and on vehicles during transportation.

2.6. Carry out instructions from management in strict accordance with instructions received and in compliance with safety regulations.

2.7. accepts cargo from warehouses in accordance with accompanying documents.

2.8. Accompanies cargo to its destination, ensures the necessary storage conditions and safety during transportation.

2.9. Hands over the delivered cargo, prepares acceptance documentation.

2.10. Checks the integrity of packaging (containers) and compliance of their internal contents with the label (labeling) during receipt of products, shipment of products to customers and during inventory.

2.11. Places cargo correctly, preventing damage and damage to loaded vehicles.

2.12. participates in rational and correct placement goods in warehouses in strict accordance with the instructions of the storekeeper.

2.13. Monitors the correct completion of shipped goods with accessories, fittings, fasteners, brackets, etc. Immediately reports any deficiencies noticed to the storekeeper.

3. RIGHTS

The freight forwarder has the right:

3.1. Get acquainted with the draft decisions of the General Director of the enterprise relating to the activities of the warehouse.

3.2. Submit proposals to improve warehouse operations for consideration by the General Director of the enterprise.

3.3. Request personally or on behalf of the enterprise management from department heads and specialists information and documents necessary to fulfill their job responsibilities.

3.4. Require the management of the enterprise to provide assistance in the performance of their official duties and rights.

4. RESPONSIBILITY

The freight forwarder is responsible for:

4.1. For improper performance and/or failure to fulfill one’s official duties as provided for in this job description - within the limits determined by the current Labor Code Russian Federation.

4.2. For offenses committed in the course of carrying out their activities - within the limits determined by the current administrative, criminal and civil legislation of the Russian Federation.

4.3. For causing material damage– within the limits determined by the current labor and civil legislation of the Russian Federation.

4.4. For the results and efficiency of warehouse production activities.

4.5. For inaccurate information about the status of work.

4.6. For failure to comply with orders, instructions and instructions from the management of the enterprise.

4.7. For failure to take measures to suppress identified violations of safety, fire and other rules that pose a threat to the activities of the enterprise and its employees.

4.8. For failure to comply with labor discipline rules.
