Classifier OKPD 2 is an all-Russian classifier of products by type of economic activity, adopted for mandatory use on January 1, 2017. It serves to unify the list of goods and services, replacing the previously existing classifications OKP, OKPD and OKDP.

The OKPD 2 Classifier was developed taking into account the national characteristics of products manufactured and sold in the Russian Federation, and is an analogue of the EU Product Classifier (CPES 2008).

OKPD Directory 2 for 2017 includes all names of goods and services subject to classification. The OKPD 2 directory, posted on our website, is constantly updated in accordance with the latest changes in legislation, therefore it contains exclusively up-to-date information and belongs to the category of official classifiers.

Identification of products by OKPD code 2

OKPD Directory 2 allows you to directly search for commercial products by belonging to system classification units - from more general definition to a narrower one. Stepwise navigation through the code allows you to progressively determine the next numerical values ​​of the code without getting confused in the classification.

Decoding of the all-Russian classifier of products by type of economic activity

As follows:

  • the first 2 digits are the product class (a more complete, general group of goods without specifying properties).
  • the first 3 digits are the subclass of goods (more precisely, it determines the belonging of the product in accordance with its purpose).
  • the first 4 digits are product groups (most often they contain information about the composition).
  • the first 5 digits are product subgroups (contain information about the scope of application).
  • all six digits – type of commercial product (reveals all information regarding consumer properties goods).

It should be noted that in some cases there is no need to define the OKPD 2 code to the last digit. Sometimes it is enough to determine the first three digits of the code and replace the rest with zeros. This simplification significantly reduces the risk of error and facilitates the identification procedure.

Introduction

The All-Russian Classifier of Products by Type of Economic Activities (OKPD 2) is part of the national standardization system of the Russian Federation.

OKPD 2 is built on the basis of harmonization with the Statistical Classification of Products by Activity in the European Economic Community, 2008 version (CPA 2008) by maintaining unchanged OKPD 2 from CPA 2008 codes (up to six characters inclusive) and volumes of concepts of the corresponding positions. At the same time, there are cases for which national characteristics are reflected by changing the CPA 2008 groupings with 2 - 6-bit codes. Features that reflect the needs of the Russian economy for product detailing are taken into account in OKPD 2 groupings with 7 - 9-bit codes.

The objects of classification in OKPD 2 are products (services, works).

OKPD 2 is intended to provide information support for tasks related to:

Classification and coding of products (services, works) for the purposes of state statistics;

Development of normative legal acts relating to government regulation certain types of economic activity;

Implementation of a set of accounting functions within the framework of work on state statistics related to meeting the needs of government and management bodies for information on products by type of economic activity when solving analytical problems;

Providing a system of state contracting and wholesale trade in the domestic market;

Preparation of statistical information for comparison at the international level;

Placing orders for the supply of goods, performance of work (provision of services) for state and municipal needs;

Taxation;

Ensuring the classification of fixed assets used in the All-Russian Classifier of Fixed Assets;

Standardization and mandatory confirmation of product conformity:

Classification and coding of services provided to the population by business entities.

OKPD 2 uses a hierarchical classification method and a sequential coding method. The code consists of 2-9 digital characters, and its structure can be represented as follows:

To ensure compliance of OKPD 2 codes with CPE 2008, a dot is placed between the second and third, fourth and fifth characters of the code. If there are 2 additional levels of division in OKPD compared to CPA 2008, a dot is also placed between the sixth and seventh digits of the code. By analogy with CPA 2008, OKPD 2 includes sections and subsections while maintaining their letter designations.

In cases where the species is not divided into categories, i.e. no detailing of products (services, works) is carried out at the national level, 7-9 characters of the code have the value “0” (zero), and in cases where division is made, 7-8 characters of the code have a value other than “0” ( zero).

Detailing at the lower level of the classification division is carried out only in cases where the category of products (services, works) is divided into several subcategories.

If necessary, explanations are provided for individual groups of OKPD 2, which are intended for:

Uniform understanding individual words or phrases as part of group names;

Clarification of the scope and characteristics of products (services, works) classified in a specific group;

Listings of products (services, works) that may be included in this group;

Excluding the possibility of a product (service, work) classifier included in another group being included in this group.

The explanations given for the higher groupings apply to all the groups included in them.

Explanations for OKPD 2 groupings with codes up to six characters inclusive, in terms of the scope of concepts, correspond to the explanations for similar groupings of the CPA 2008. When detailing groupings with six-digit codes, explanations for these groupings may be absent (if the explanations for lower groupings collectively correspond to the scope of concepts, explanations for the six-digit CPA grouping 2008) or are provided incompletely (when explanations included in the explanations for lower groupings are excluded).
